The Oregon unemployment department is formally the Oregon Employment Department (OED). Oregon Revised Statutes section 657.601 directs OED to administer state unemployment insurance, operate statewide employment services, maintain workforce and labor-market information, and administer Paid Leave Oregon.
Use the unemployment insurance site for claimant tasks
OED’s unemployment insurance website organizes application instructions, eligibility guidance, weekly claims, status explanations, forms, appeals, identity verification, and fraud reporting.
Frances Online is the agency’s primary claimant portal. It allows a person to apply, file weekly claims, review status and required tasks, update an address, choose direct deposit, send messages, and upload documents.

Initial and weekly claims serve different purposes
An initial application starts a benefit year and gives OED information needed to review the claim. A weekly claim requests benefits for a particular Sunday-through-Saturday week and reports weekly eligibility facts.
OED instructs claimants to file every week they want benefits, including while they are waiting for an initial decision. If a claim is later approved, payment generally reaches only the otherwise eligible weeks that were claimed.

Check Frances Online and mailed notices
Frances Online status messages can show that identity verification or more information is required, that a weekly claim is under review, or that a payment is being prepared, paid, reduced, or denied.
OED advises claimants to check the Frances Online Action Center and U.S. mail regularly. A status such as “In Review” is not itself a denial, but the claimant should respond promptly if OED requests information.
Choose the right contact route
Frances Online is usually the most direct route for filing, checking status, sending a secure message, or providing documents. A Contact Us ticket can be used for questions, corrections, document uploads, and hearing requests.
The unemployment insurance phone number is 1-877-345-3484, with specialist hours listed as 9 a.m. to 4 p.m. Monday through Friday. The automated phone system can accept initial or weekly claims outside those specialist hours, and TTY relay service is available through 711.
Phone hours and digital services can change, so the current OED contact page should be checked before calling.
OED also handles adjudication, appeals, and fraud reports
OED may conduct adjudication when a separation, availability issue, work search, wage record, identity concern, or another fact could affect eligibility. A denial or reduction is communicated through a decision that includes appeal information.
The agency accepts unemployment fraud referrals online and lists 503-947-1995 and 1-877-668-3204 for fraud reports. Those numbers are different from the general claims line.
Oregon PUA is historical, not a current benefit route
Pandemic Unemployment Assistance (PUA) was a temporary federal program for certain self-employed people, contract workers, and others who were not eligible for regular unemployment insurance. OED states that PUA benefits were available only through September 4, 2021, and its pandemic programs are no longer active or accepting new claims.
Current applicants should use OED’s regular unemployment insurance information or review its active additional programs, rather than trying to open a new PUA claim.
Oregon rules govern Oregon claims
